This is not more than throwing sand into your eyes. Back until 2020 more than 50% of all collected plastic recyclables were incinerated (thermal use aka let it burn). The rest was partly exported. Exporting trash has a long history, Africa, Indonesia, China were targets and you can bet in no country you had a sophisticated recycling industry, instead trash got either to the next illegal land fill or probably into the big one called Pacific Ocean.
To fulfill self propagated numbers the trash will be automatically washed, separated, pressed into cubicles and sold to dealers. Now these trash gets the label „Wertstoff“ and we can pretend to have it recycled. There are still only a few industrial applications of this newly label trash and on average the price of using recycled plastic is about 200 times higher than using crude oil. From this numbers you immediately understand there is no business incentive to do the best thing, which would be NOT USING plastic to wrap goods at all. It is a one time use.
Using the waste and burn it is a really great idea facing the biggest climate problems humanity has ever seen.
Paper, metal, glass has been collected even back in 1960 when no-one was even thinking we would ever need a recycling system for one way plastic waste. So the new system cannot claim this as a success.
Just to make it crystal clear: We had in 1970 nearly 100% drinking beverages sold in multi use glass bottles. We had no plastic wrapping. We had recycling of metal and wood. When the big wrapping party started glass bottles got replaces with plastic ones although we have drinking water in every faucet in every building all over Germany – it is ridiculous and stupid to buy plastic bottled water, but it is only the tip of the iceberg of stupidity, the only iceberg which will not melt down with global warming.

In early 90s one of my relative used to work in Germany. She says in Germany people keep their old household goods and clothes often most of them in very good conditions placed at some designated place for any needy people to pick up. Glad to see now they have these technologies to recycled the wastes.
