Left over materials in landscaping? Really let me take a wild guess and also assume paid for by past 'customers' that he ripped of then sold on tax free for cash to increase his own personal profits. All 'left over' materials are left at the job site, not charged for, credited back to the client and only paid for once an accurate itemised account is received unless of course the client gives the contractor approval.
